No, it's from a very obscure Prog rock band from Hungary called 'Panta Rhei'. They were influenced by ELP though.

Maybe when they recorded this, they probably did not record it as a band together in one go?, maybe the drums would have sounded better if they had played as a band I wonder.

Well, i thought it was kinda cool... But the drum rythms sounds weird and messy, and even off beat sometimes.
